About the Region 

The Kaluga region is the dynamically developing region situated in the European part of Russia to the south west of Moscow.  Since 2000 the region authorities have been pursuing the Russian and foreign capital formation policy.  As the result 4 large-scale clusters have appeared in the region: Volvo Trucks,  Volkswagen AG,  PSA Peugeot Citroen and an industrial cluster in Vorsino (Samsung Visual Display, Nestle).

There are two highways of international significance — M-3 and A-101 and also the branch line Moscow-Kaluga traversing the region.  Kaluga,  the centre of the region is located 165 from Moscow.

The Kaluga federal highway segment M-3 is 174 km. It is a modern multiband highway with well developed road infrastructure and qualitative road surfacing.  The minimum road width is 2 traffic lines in each direction.  The highway maintenance is one of the region officials’ priorities.

Two public institutions, Kaluga Region Development Corporation and the Agency of KalugaRegion Development  were set up strictly for mobilising investments into the region.

Both of them have considerable authority making possible to launch different projects in different regional spare areas and to provide infrastructure necessary for this purpose.  To get the right for industry deployment in one of 4 industrial parks (i-parks)  an investor has to sign the investment contract one of the conditions of which is registration in the Kaluga Region territory.

According to the electro-enegetic objects deployment general plan,  approved in February 2008, the thermal power plant construction of 450 mV capacity is being planned by 2020  (the first turn is to start up in 2015).  Presently the region has evident energy deficit as it has no generating supply of its own that in its turn causes the high price connection  (about 1.1 mln rubbles for 100 kV non-registering the cost of equipment,  enactment of regional tariffs ministry and also the competitive policy).  Meanwhile no fee for the production rebilling is taken when the change of proprietor takes place.

As for medium-term perspective really favourable conditions are made for launching small enterprise with small investments.  And the most excellent conditions — for automobile components production.

However, at present there are many laid up industrial projects with ready-made infrastructure offered for sale or on lease on beneficial terms.
